What do you think of Kingston Council's disability services?

Kingston Council has been given a "bad" coping level with it's disability services by a think-tank.

Kingston has been rated 135 out of 152, with a very high cut level according to the site.
The council takes into account all of a disabled person's Disability Living Allowance (DLA) when assessing how much they will contribute towards a disabled person's care.
DLA is a benefit, which is designed to help disabled people meet the extra costs of living with a disability.
The council takes into account what is known as the 'middle rate of the care component' of DLA in all decisions about contributing towards the cost of care and the 'higher rate' when night care is needed.
